My German colleague considers the appointment of the Hankow Viceroy as co-negotiator as purely obstructive. He is strongly opposed to it, and has telegraphed to his Government advising them not to accept this appointment. At the same time, he has urged that it is essential to secure British co-operation, and has stated that the negotiations may as well be abandoned if this be not obtained.
Though I agree that the Viceroy's attitude is likely to be one of obstruction, I am not sure that our railway interests in general may not be prejudiced by active opposition to the nomination.
I have asked His Majesty's Consul-General at Hankow for his opinion on this and other points.
